Design of a platform that goes over the historical foundation of the 2nd Home of the Times and Seasons Newspaper of Nauvoo.
The structure will need to be able to:
1. Support a balloon framed two story building.
2. Protect a historical foundation.
3. Provide Public access including handicapped for tours for basement foundation location.
4. Create a space for underground displays on east side of structure. This could also act as a storm shelter (fulfilling all ICC 500 requirements)
5. Maintain the historical look for the site
